Default '95 Civic LX dies after tune up

I recently tuned up my "95 Civic LX with new cap, rotor and cables. Once completed, it started and ran fine. I turned off the engine, cleaned up my shop, fired it up again and backed the car out of my shop and it died on me. I checked for spark and there was nothing. Put the old stuff back on, no spark. Checked to coil, it was OK. I removed the ICU, and it checked out to be bad so I replaced it. Hoping that was the only problem, but still no spark...

I've checked connections, removed and cleaned many connectors, re-seated the connectors on my ECM, and tried to get the diagnostic codes up. When I short out the diagnostic lead, the CEL just stays on, no blinking or anything to give me codes. Does this mean my ECM is blown?

Before this, the car has run perfectly since I purchased it 4 years ago. Many road trips with 40 plus MPG. My last road trip I was only getting about 35 to 38 MPG so I figured it was time for a tune up.... Any advice or help appreciated. Thanks, Eagleman
