code p1035 but engine light dont come on

took 99 civic to emissions and failed got the code p0135 o2 sensor bank1 sensor1 my engine light dont come on but it works which why dont it come on if there is that problem? my question is .. is it the sensor or the heater part of it?

Reset the ECU (remove 7.5A hood Back Up fuse for a few minutes) to see if the code returns.
