d16z6 valve cover?

Is it alright to just pull it up and polish it off or is it torqued down to a specific setting etc?

If you take the VC off you will need a new VC gasket and you will need to torque it to spec when you put it back on. I think the spec for the D16Z6 VC is 84 in-lbs

The threads that those bolts go into are VERY easy to strip it you torque down too hard.
