Default Engine Insulation?

I have a 2006 Civic Sedan. What is the black padding directly underneath the hood? Has anyone removed it? Would removing it make the engine run a tad bit cooler? Or is the engine supposed to be kept warmer? I hope this wasn't too stupid! Thanks!

it is to keep the paint on your hood as the heat from the engine/engine bay will suck the life out of paint.

yeah its basicly to keep your hood from getting extremely hot because the 06's the motors are pretty tightly sqeezed in the engine bay with little room to breath
