OBD differences in blocks.

Default OBD differences in blocks.

Hey guys, is there anything in the blocks themselves that has to do with OBD? I'm thinking of doing a z6 block y8 head and using a conversion harness to run a p28 and than when emission time comes to just swap the ecu for the y8 ecu and be legal...the thing is do obd1 blocks differ from obd2? Or is it all in the head?

im pretty sure its all in the head and the o2 sensors.
