Honda ports are almost perfect...........get a POLISH and a 3 ANGLE valve job.
or a 5 angle that would be sick

port and polish is something you really shouldnt have to consider until you are running a 500+ track only racer. its so expensive because once you get to a certain point its hard to get much more power at all.

a wise man once said 'you can get 7/10ths of the way there on a couple grand, but it will take ten times more to get the last 3/10ths'

I was thinking that when i did my GSR build some time this year i would get a full valve job and a P&P. Seems like that is something i should hold off on if the 2k could get me better gains. But the question i have is that if i get new cams, im gonna need new springs, valves and retainers right?

depends on the aggresiveness of the cam and how high you want to rev it

port & polish is not something that is extreamly hard to do it just takes time & remember not to go overboard because if u go overbord you could reduce the flow insted of improving it. i have done a couple of port and polish before under the supervision of my father and it worked quite good. but that was when i was like 14 or 15. i am about to try it on my civic along with milling the valve head and see what happens.

A good P&P, stage 2 with 3 angle valve job should run you ~$1000. I've heard estimates of 20-30hp or more but every motor reacts differently.
