Depends... on a built motor with a cam you could see 15Hp, but on a turd you may actually lose some bottom end and not be able to make it up on the top end. It's a good idea if you already have the head off to change the cam or mill it, but I wouldn't do it just for the sake of P+P.

milling it and adding a cam and adjustable cam gear is the best mods for the money. nice and easy. and on a really tight budget, just the cam gear and the milling will make a big difference by themselves.

you want to define milling cause i have access to a cnc mill

Milling is shaving the surface of the head to change the shape of the combustion chamber- making it smaller and effectively raising compression. Usually about 0.020" is good for ~ half a point.
