timing belt

I just got this 89 civic with 200,000 miles doesn't run. I suspect the timing belt. if it went while they were driving it, what sort of damage would it have caused?, would the short block be ok probably? would I be better just pulling the whole thing out, or switching heads, and see what I can do, or just the belt? I don't know much about modifying an engine for more power, but are there more options on head and intake I can do with a d15b block? I am not looking to race, but maybe a little more power. I also don't want to lose too much gas mileage or overdo the motor I have.
