Default Timing belt too loose on d16y8

Well after determining that my timing belt is too tight on my d16y8, i went through the process of adjusting the tension from what the manual says to do. After i tightened the adjusting bolt i thought i was all set but now it is way too loose and when i crank it the right side becomes loose and the right side becomes tight. When i crank it again the left side becomes loose and the right side becomes tight. I went through the process again and it still does that. When i push on the right side i can see the spring moving. Can some one please help on what to do? Also is there any way to fix this with out removing the bottom cover, i already have the top cover off.

Turn the crank Counter Clockwise until it is at TDC.
Lossen the tensioner bolt 180*.
Turn the crank Counter Clockwise 3 teeth.
Torque tensioner bolt.

Then get a new tensioner. Make sure the tensioner spring didn't fall off. How old is that belt? You may want to replace that too while you're at it, maybe a water pump too.

The only possible causes of this problem are:
1. something is wrong with the tensioner
2. you have the wrong timing belt
3. you're not tensioning it properly
