no the d16y7 dizy bolts wont match up. get a d16y8 dizzy.

 

will the y8 line up?
i had to use a z6 dizzy with my z6 head

 

non vtec dizzy's wont match on vtec heads im pretty sure the d16y8 dizzy will fit
and also its a obd2 like your 98 civic. the d16z6 is obd1
