1997 civic getting 12 mpg

I would buy a cheap set of plugs, replace all of them, test plug wires to see if you're getting a spark to each plug.
With everything connected and engine on remove one plug wire at a time. If the engine starts to bog down that wire and plug is good, hook it back up and try another wire. Repeat for the other 3 wires.
If absolutely no difference is heard removing a wire it could be the wire that's bad.
or something could be wrong with your injectors..
You could try moving the injectors from the bad cylinders to the good and see if you get the same result. Check all connections from the injectors, make sure there are no breaks in the wires, and that everything is secured tightly.(search or read hayne's manual for fuel injector removal/installation)

Confirm that the CEL works for the bulb test when you turn the key on but don't try to start. Very common for someone to remove the bulb to sell a used car rather than fix the problem. Most sensor problems will light the CEL.
Fuel pressure should be checked with a gauge. If all the plugs get black the same it's not a single injector or other thing related to just one cylinder.
Don't keep driving like that because besides wasting gas it's going to burn out your catalytic converter.
