Question -30 plus STFT / -10 to -12 LTFT

My 1998 civic has a cracked exhaust manifold / cata combo that has been previously welded. Wondering if installing a non fouler on the upstream O2 will help bring my fuel trim back to normal numbers. I live in sweet eff u when its smog time Cali so the manifold is $500 that I dont want to spend until I need a smog which is a year out. Also will the non fouler cause possible issues down the road? Any insight would be greatly appreciated.
