Went to drive my '01 Civic EX this morning, and the cabin blower is inop..fan speed has no effect...it's OFF. Then, I found I can't engage the A/C (maybe tied back to fan control issue) although green button light comes on.
Checked the under dash fuse 14 and under hood fuse 12..both OK and voltage present at both : about 10.5 Vdc when engine running according to my Fluke DVM. Drove it around for 15 minutes with no other issues. Radiator and A/C condenser fans never kicked in even when parked and idling after driving it..engine temp guage is at normal.

So where to go from here...PCM or other module ? I'm stumped now, but researching.
