found the problem
I started checking everything and found that previous owner had jumpered the blue\red wire to ground on the thermoswitch located behind the glove box this kept the condenser fan on and tricked the pcm to keeping compressor on also, I just need to replace the thermoswitch module

Make sure the wire from the control panel going into the thermo switch goes to ground when the fan is on and the A/C button is pressed. If it doesn't, there's a problem with the fan switch or the button.
If thermo switch module needs replacing, note that the thermistor is permanently wired to it. You will need to either remove the evaporator to get the thermistor out, or splice the gray wires from your old thermistor onto the new switch circuit board.
