Default All 2008 Civics have California Emission Standards?

I am going to buy a 2008 Honda Civic that has 666 miles on it(never been in the rain) and it was originally sold in Colorado.I want to register this Civic in California. The Civic is still in Colorado.

Did Honda have only one certification for emission standards in 2008? I have been told by the service department that this Federal Emission standard Honda will also pass California Emission Standards. Is this correct-all 2008 Civics will pass Cali Emission standards?

I do not believe so. Some models do that, and some do not. I am pretty sure that my 2004 was a California model, and they could not get a 49 state model. But maybe they changed that.
I know on the BMW motorcycles they all comply with California law, but that may not be the case with other bikes.

Ah a link. This indicates that 2002 Toyotas do. So 2008 Civic? I guess it should. How to find out:
