d15z1 + turbo... worth it?

My brother is planning to turbo his 92vx (at around 6-9 psi) or do a B18 swap...
Which one is the better option and why...?
Money wise both options are about the same here where we live...

The price won't be the same anyway you cut it. The D15 will come out cheaper, but the B18 will perform better.

there is a price difference but is not much...
Can you elaborate more about why the B18 will perform better...
