Do all 1995 Civics have this security light to the left of steering wheel? (see pic)

Questions about the security light to the right of steering wheel [1995]
I have a 1995 Honda Civic. To the left of the steering wheel, I see this (see attached photo). I bought my Civic used, so I don't know if the previous owner made this modification or not. Fellow 1995 owners, do you have the same thing? Or is just me?
In my civic, that light will blink red when key is not in ignition. I've disabled the built-in security system, as it just makes a huge sound when it mistakes me, the owner, as some carjacker.
I'd like to replace this LED/bulb with a miniature camera and have some questions:
1. What are the min or max dimensions for an LED or camera?
2. What is the electrical specs (voltage, amps, etc) of the wire powering the LED?
