Default Engine Question

So I put a new engine into the 1990 Honda Civic Ex and it has the 1.6L. The issue I am having is that I start the car revs up fine and acts good but then the check engine will come up and wont go past 3K rpm. Any idea what it could be I heard it could be the MAP sensor causing it to do that. Any ideas would help. TIA.
