Default Fuel milage problem! help?

Hey guys im a little worried. I have a 94 civic EX and i was hoping i would be getting at least over 20 mpg city driving but i have filled it up two times in the last week with a whopping twenty dollars and its only getting like 14mpg!!! Its got a short ram intake which should be HELPING the fuel mileage! I just replaced the filter on it AND the fuel filter!! I dont drive like a maniac (although i love driving a little harsh) but even so it should not be THAT LOW! i do drive on the highway a bit(80% city 20% highway). What could be causing my problem?? thank you

ps: i just made sure the tires have the right amount of pressure and they do. 32 on all four, stock recommends 28 but i dont wanna f up my rims so a little extra cushion =)

Try checking to see if all of your spark plugs are firing. See if your air filter is clean. If your oil needs to be changed soon I'd say try sea foaming it like what's explained https://www.hondacivicforum.com/forum/showthread.php?t=14612 It will clean out your engine and fuel system and might help. Make sure you drain and replace the oil within a 100 miles of using it though. See if your timing belt is correct.

All that I could think of off the top of my head.

Check the spark timing, that will also detect improper cam timing. Is the CEL on? (Does the CEL work?). Unplug the fuel injectors one at a time while the engine idles to check for dead cylinders. How is the highway mileage? City driving conditions vary so much it is hard to say what a "good" city mpg would be.
