consider cleaning your lenses too. i had the same problem before because of the reflector cap seems to have corroded therefore its showering powdery deposits on the chrome relector; this in turn affects the light output. you can remove the glass by heating it up to dry the sealant (there's a diy about that in this forum somewhere. just search it) and just pry it off. the insides of the glass might have clouded up to. reinstall them by putting silicone sealant around the glass and reinstalling them. if they have the clips, put them back too.
i have since switched to hids but after the initial cleaning, the illunmination from my stock h4s really improved.

When the reflective coating on the back of the housing has gone bad, the bulb will light up but won't throw light down the road like it should. Changing the bulb won't help. A new housing assembly is probably the only cure.
What about deposits inside the bulb itself; I have a brown murky coating inside the 9005 bulb. The bulb works, good light output. My issue is the right DRL/high beam points up. The low beam is good, but the DRL/high beam points up and low beam is normal. Since the HL assembly is one piece, with one adjustment any ideas? The bulb is correctly mounted, as is the headlight assembly. Could this murky substance be causing the light issue, ie bending the light?
Replace that bulb. The filament can get out of alignment inside the bulb and then the beam goes the wrong place.
The problem could also be on the low side, causing you to tilt the whole assembly upward to compensate, with the result that the high beam is now too high.
