Well you're definitely going to have to go turbo or get out of the civic scene, that's for sure.
400-500 horse power is a little unrealistic for doing it cheap, 250-300 is respectable and attainable for a lot cheaper. With everything said and done; new engine, turbo, tune, install you're looking at close to 10-15k. I'm guessing that is not your idea of cheap either.
Check out the FAQ about turbo's in the turbo section. It has this little paragraph which should help you:

D16Y8/D16Z6 - 225whp - 250whp
D15B/D16Y7 - 200whp
B18A1/B18B1 (LS) - 300whp
B16A2/B18C1/B18C5 - 350whp
B20 - 350whp
K20A2 - 350whp - 400whp
F22C - 400whp (Don't count on the stock S2000 rear holding up to that though)
Built with stock sleeves = up to 500whp.
Built with Sleeves - you better know what you're doing by then.

You dont need that much to have a fast civic 250 would easily make a civic respectably quick, these cars are not exactly tanks

you can go all out and put a 400 big block in there and a huge blower that should do it, just need to get it mounted in there first.

also on a side note like said before i think 400hrp is way over kill for a civic, you dont need much to make them move i have a frankinstien motor in mine its a dx car with a muti port swap a si trans, a d15 block si head and a 94 intake manifold, and she is fast as hell it wil beat just about anything havent raced any V8's though but it would be close i bet and iv even kept up with a 95 talon tsi turbo, he barley beat me, it also helps to have some light rims, and a light car i have a 89 hatchback i prefer the 88-91 honda cause there light has hell and dont take much to make them a rocket...lol
