There might not have to be. The pump is still bieng turned, but the belt is slipping on it some times. Especially when the belt is cold, it will slip if it is beginning to wear out. Once the rubber gets warm, it gets soft and sticks to the pulley much better. But when its cold, the belt doesn't stick so good. When you turn, you put extra load on the pulley and belt. This extra load is causing the slippage. A similar example is when your alternator belt is worn, it will make a squeaking sound for a sec or two and then go away. The belt is cold and a little worn so the rubber isn't sticking so well. Right after you start the car, the battery draws alot of current from the alternator at once, increasing the load on the belt and pulley causing the belt to slip. Once the belt warms up, the problem squeak goes away.

Thats wut i just started getting, the squeaking sound.
