hey, i have a 1994 civic ex, and i want to replace the steering wheel, is it required by law that i have an airbag or not? i live in california so i dont know what state laws are

Your insurance will need be notified, if that is, you want to get money if you get in an accident. As per cali legalities, i don't know.
