Depends on what you want to spend, and how you want the car to look.
Hubcaps (assuming you could find them in 13" size) will probably cost $35 for the set, but will look like cheapie hubcaps.
You could paint the existing 13" steel wheels, which would cost about $10 in materials, and would bring a nice, silver finish back to them.
Or if you really want to spend some money on wheels, and keep the 13" size, you could look into something like a Keizer wheel which come in a 13" size, and are used by a lot of autocrossers and track cars. Another alternative would be a 13" Panasport wheel. However, both of those, while being great wheels, would cost probably $600+ for the set. But that's the price you pay for keeping 13" wheels (not many manufacturers still make a 13" wheel). The other trick is that you'll have to find tires to fit.
But if you're going to spend that much on new wheels, I'd recommend going with a nice, light 15" wheel for your '96. At that size, you can get a wide selection of wheels and tires, and it'll look great on your car.
