You can offer him about 2,200 or less. It's not bad of a deal. If it's well maintain it will easily handle another 100,000 miles on it. Timing belt is almost due for another replacement if it hasn't been change.
My friend had a 95 Civic and sold it with over 250,000 Miles on it. It was still running strong and giving NO problems at all.

I say take Somebody with you and test drive it. Run a car-fax to find more history on that car. If it's good. I will consider it.
