Default finally converting to cold air

alright now that I have had a regular air intake on my civic, I'm finally getting my cold air intake. have some doubts though since I'm in miami, theres a chance of hydrolock but I have a 93 4 runner that I can drive so I think I'm good. but I was wondering a few things. aren't cold air intakes all high end torque? does it sound any different? will I loose off the line power? just a few see...lol thank you

i wouldn't even dream of a cai if i lived in miami, which is hurricane/flood prone.

bypass valve kills all the gains you MIGHT have noticed.
