it could just be an intake whistle, every aftermarket intake i've ever heard has had some sort of whistle to it. It could be a turbo though, you can hear turbos spool when you really hit the gas, if you heard a "pssssh" between shifts, thats the blow off valve, in which case that would confirm if its a turbocharged car or not.

If I got a turbo I probably would not get a blow off valve, or if it's required I wouldn't have it set to be noticeable. All I want to hear is the turbo spooling, not pressure being released.

^ Factory turboed cars have bov's... what does that tell you?

But the factory bov's are really quiet, so if you wanted a stealthy one, you could get a bov from a factory-turbo car.

to the op: I'm pretty sure flip is right... it's probably an intake whistle. I know my car almost sounds supercharged when it's cold out because of the intake I have.

Some factory turbo cars have a Diverter Valve. Diverter valves are just like a BOV except the recirculate the air instead of blowing it out to the atmosphere. If you are looking to be a sleeper use a DV.

Turbo spools when you put the throttle down
BOV blows off when you let go of the throttle
They do not overlap each other.

you could always use a diesel turbo like a cummins i can't remember the word for it but they don't need a bov cuz they relieve pressure elsewhere so you could be stealthy that way lol
