First, try spraying some glass cleaner on bunched-up newspapers and rub moderately. If this doesn't work, get some "Limeaway" cleaner and use sparingly. Don't get any on anything but glass. It is formulated to remove hard water stains and it does work well.

Good luck.

if that doesnt work might want to look into some glass polish.....

i need to do it to my civic... i got a scratch in my side window and a dirty film that wont rub off on the windshield where the wipers dont touch...

ive seen two kits, one for deep scratches, and one for scuffs....

i've got some stuff that works great in my garage, i'll check the name tomorrow morning for you. use that with a special scrub pad, and it comes off to a shine. but if it's like my 97 ej, then 10 years of water stains are fairly hard to get off. the only thing to be careful with are the side mirror glass, because they can be scratched fairly easily.
