well if it was painted not to long ago id try and take it back......
i dont know where ya had it painted at but most shops have a lifetime garente on thier paint jobs....

it might be rust, coming through....or if its not a big bubble it could be a "fisheye"(thats when contaminates like oil react with the paint and make it look like a fishes eye...but usually you see that right after the paint job is done.
Sometimes of the the wrong based primer is used with certain based paints they wont hold together for long periods of time. Ive seen it happen before but if it was done professionally, Id think they would be smart enough to avoid this.
It's mainly caused because of unclean surfaces when painted. I repainted my first car about two years ago and about six weeks after the paint I started to notice bubbles comming out and they got worse but eventually stopped. They'll only spread as far as the contaminate was underneath your paint.
You'll pretty much have to paint the whole quarter panel. OR wait until the bubbling stops and chip off the paint and try to touch it up. Not always the prettiest way, but it's really cheap.
You're suposed to wait like six months after a paint job to wax your car, If you're going to be driving it in the winter I would suggest you wax it before the salt rips into it even more.
