Default Fitting '99-2000 Bumper on a '96

I tried searching before i posted but it yeild no information.
Right now i got a 1997 Civic Hatchback DX. It has no front bumper,
so i got the idea of getting a bumper from a 2000 Civic Hatch.
I also got the tail lights from a 99-2000 (Red/Clear) and they dropped right in.

What im seeing when i tried to test fit the bumper, is that its not fitting right.
I thought it was a straight drop in.
What do i have to do? Cut? add?....in order to get this to drop straight.

Let me know.
Any help would be appriciated.
