rear bumper

my rear bumper is saginn but only on the side on a 98 civic
both sides after the scruw i didnt see any place to put the clips
n1 know how to fix?? if i knew how to put pics here i would putt

Take off the bumper, your metal bar could be rusting, happened to my friends del sol. Bumper sagged to the right. He had to replace the bar
