Rear Fender Rust

Ok i searched for about an hour before typing this although i'm sure someones gonna post a link and teel to search next time.
Anyways, a little while ago i aquired a 94 CX hatchback with a fair bit of rust on the rear fenders right where it meets the tail light. i figgured that it wasnt that big a deal and im sure i would fix it someday thin is ive never done bodywork before and it seems like this is going to be one hell of a job, well atleast for a noob. as i understand i gotta cut around the area and remove the panneling then weld on....
what exactly should i weld on? do i take a trip to the scrap yard and cut off the same thing cause if thats my only option it seems im SOL because the only hatchthey have is well like any other civic from that time(held together with rust) anyways i know this can be done i just dont know what is my best option. any help would be greatly apreciated and pics would be a lifesaver!

cant right now its a bit dark out but ill get some up tom...
also anyone ever heard of buying a peice thats made to go around the wheel well cause i found this site:

What part is rusting?Is it on the door or on the quarter panel?
I found this quarter panel on ebay for $80.You dont need to replace the whole panel you can make a patch panel with it.
