i just opened up my headlights today to black them out but i can't seem to get rid of these tiny speckles on the insides of the lense. I tried windex and a lot of scrubbing.
How do i make them like new again?

There are tons of threads on this. Do a search for "headlight haze" and you should find what you need.

 

i dont want to sand it... is there any other way?
btw, can i replace a bulb with the headlights in the car or do i have to remove the bumber and everything?

 

I changed my headlight bulbs with them in the car.

As far as not wanting to sand it, why do you not want to?
