here's my advice
save your money up real quick and get those springs from that guy. then as quickly as you can (not necessarily right away, but as soon as you can), save up for some KYB AGX shocks (cheapest shocks that will handle that drop).
then after that, just deal with your current exhaust for a while, it's not bad enough to constitute rushing out and buying a new one. while dealing with your current exhaust, slowly save up money at whatever rate you like and buy a nice exhaust you really like a lot. do a lot of searching and watching videos on youtube to make your final decision. plan to spend around $500. make sure you buy one for an EX.
at the same time, save for and buy a magnaflow direct fit high-flow catalytic converter and an o2 sensor extension harness (this is all to take care of your current CEL problem).
install all the exhaust, o2 sensor extension harness, and catalytic converter at the same time once you have it all
you will really appreciate the saving up and taking your time once you are done, because you can stand back and look at it and say to yourself "now look at that, i got some high quality **** that i won't have to worry about again." plus, you'll love the sound a lot more when it's a quality exhaust.
