The reason its different with every cop is because they have the right to enforce the laws they feel obliged to enforce.
obviously rape,murder,GTA,things like that are mandatory...but as for vehicle codes its only illegal if you get caught by the wrong cop...

 

true, just dont be a d*ck to the cop and you will get off more than you bargained for, probably will still get a ticket for something though.

i know i got a ticket for:

no front mounted liscense plate
modified exhaust
and a warning on the undergrounds.
