RE: ticket
no, he probably would if i asked him, however the cop called the one i talked to when he had me pulled over and Huff the trooper I asked about the lights and he told decker (the one i was pulled over by) that he did tell him that he told me that, however he still wrote me a ticket.

i was about 3 feet from the line at an intersection when the light turns yellow, i precede on through,
but right as i get to the line it turns red,
so it was yellow for about 1-3 seconds,

If it took you less than 3 seconds to traverse 3 feet, you were going slow enough to have stopped at the light Not doubting your story, but if the light was red before you crossed the line 9 times out of 10, you had enough time to stop.
Cause I'm bored:
If it took you 3 seconds to traverse 3 feet, then you were going 1ft/1s. Do some unit conversions: Thats 60feet per minute, 3600 feet per hour
So how often do you go .68MPH [8D][8D]

i was using that as an example kinda...all's i know is that the light was green, i got to it, it turned yellow, and then, almost right after i crossed the line it turned red, so i didnt have a near addicate braking distance to have stopped before the line, that i wsa already passed....

I think you should also fight it, but you better get your story damn clear.
Call up the city traffic commission and get the timings on that light in writing. If the cop tells the judge that you entered the intersection after the light turned red, you are screwed. But if you can prove that the light was unusually short you might be able to get out of it. In memphis there is a 5 second minimum yellow light which is ample time for a car to come to a stop before it turns red in speeds less then 40mph.
