That would be a loose and/or wornbelt, not the valves.

Good, so its not the valves...

Is there a reason it only makes noise when its wet out?

How much would it cost to repair? And how long do you think I have till it breaks?

When the belts are wet it makes it easier for them to slip.New belts don't cost very much and labor should take more than an hour or two so it shouldn't cost too much to replace. I have no idea how long it will be until it actually breaks though.

Yeah, definitely start by checking for glazed and/or loose belts. Replace or tighten as necessary. If the belts turn out to be fine, however, you might have a a bad bearing in the power steering pump, A/C compressor, or alternator.
