01 DX speedometer with 40mph offset
I was slowing down from 70mph to 40mph. The speedometer needle gradually stalled even when the car was moving. When the car stopped the needle was at 40 mph. Funnily the needle is at 110mph when the car moves at ~70mph. I did not perform thorough calibration but comparing with cars around, the speedometer seems correct as long as I take 40 mph off.

It happened yesterday afternoon and I now have driven ~ 40 miles in such condition. The mileage recorder (digital) is correct; no indicator lights came off.

Do I need to replace the whole speedometer or simply move the needle by force?
