Default 1399 engine code

i recently replaced my crank position sensor along with the belt, no my idle is real low and i get a p301 code and a 1399 code.

i'm thinking my belt may be off a couple of teeth when i installed the belt i had all the marks lined up, then i rotated the engine and realized the crank was off a little. so i reached down and moved the crank to where it should be and the cams never moved.
What' going on here, the belt is on nothing should have changed and
i shouldn't have been able to move the crank without the cams moving also.

Please help

Don't start new threads. Check the marks again. Turn the crank by hand only counterclockwise, the way it normally turns. You can also take the plastic plug out of the lower cover to reach the tensioner bolt, drop the tensioner again and be sure it is properly tensioned.
