Default 1993 Civic won't start

I have a 5 speed 1993 civic. I haven't had it too long. I was told that it'd need a new battery. I had to jump start it every couple of days and yesterday I tried to jump it and it wouldn't start. I was told the battery was bad and I got a new one but it still won't start. It sounds like it wants to start but just doesn't start up. All electrical powers up, the engine just doesn't start up...

Any ideas?

If you turn the key on, does the Check Engine Light come on for 2 seconds then go out?

Have you checked for fuel and spark?

When you turn the key to ON(III), does the starter fail to crank the engine or does the engine crank and it won't start?

I think what's happening is the engine is cranking but not starting

When you turn the key to the IGN(II) position, does the check engine light come on for a few seconds and do you hear a low hum from the back seat? (fuel pump priming)

Also check for spark at the plugs.

I did not notice a hum from the backseat (but that doesn't mean it wasn't there).

The Check Engine light does come on for 2 seconds then go off.

Remove the fuel fill cap and place your ear against the fuel fill hole. When a buddy turns the key to ON(II), do you hear a humming sound for 2 seconds? If so, check for spark.
