Default 1997 Honda Civic LX 4 Door, 1.6L Sputter problem

I have a 94 Civic LX 4 door 1.6L, when i take off, as soon as it shoots to 3500 RPMS it starts sputtering, and it will not shift gears until i let off the gas, i have replaced my spark plugs and cleaned out the air filter thinking the engine was being clogged, but none of it worked, and now my civic gets HORRIBLE gas mileage because of the sputtering, what do i do?

Clogged fuel filter or weak sparks (usually due to bad wires).

Restricting the air will just slow it down, it will still run smooth though.

Take the fuel return hose off and check the fuel flow. It should flow out strong during the priming period.

I have already replaced the fuel filter and spark plugs, and it has a clean air filter. Most people say my computer chip needs to be reset, could that be it? thats just about the last thing i havent tried.
