Default 1998 Honda Civic a/c doesn't work :(

98' Civic EX A/C not turning on:

A/C/ light comes on, but neither the condenser fan nor the compressor clutch turns on/ engages.
Here are what I have done:

1. Had AC system professionally recharged.
2. Checked fuses and relays - all ok.
3. Jumped No 1 and No 3 terminals of the respective relays: condenser fan came on and compressor clutch engaged with no problem.
4. Disconnected A/C thermostat connector:
a. with engine on, 12V ok for No.1 Blue/Wht terminal, BUT....
b. No 12V for No.1 Blk/Yel terminal.
c. Jumping No.2 Blu/Red to ground (with the A/C thermostat connector disconnected ) did not turn on the condenser nor make the compressor clutch engage.
5. Jumped the ac pressure switch. Nothing. Voltage of the two pins doesn’t change regardless of whether ac button is pushed.
Could the kind people here in the forum help me troubleshoot? Thank you!

Is there any terminals I can jump at the heater console to rule out the an ac button problem?

have you checked the hi and low pressure sensors switches? not sure where they are located but if either isn't working correctly it will basically just stop it from doing anything.
