Default Stud Problem

I just got my factory stocked rims replaced with some 17's on my 2001 honda civic lx and one of the rims had a leak in it (defect) anyways I brought it back to the guy and when he was taking out the lug nuts 3 out of 4 came out and there was one lug nut that was soo stubborn and still is. What happen is that the lug nut with the stud was rotating so we tried everything from wiggling, jiggling, hammering, poking, and air pressuring it and still nothing that damn stub wouldn't break nor the lug, he even tried to knock it off from the back but the drum has a cover and to take it off you have to dismantle everything from the back. anyways he said the best way to go is to torch that sucka off and replace it with a new stud, I was just wondering how much would the price range go for just to torch the stud off and replacing it at a shop, i know I should call the shop and i did but it was closed and i just wanted to get an advance price before i call them tomorrow. thanks

just put a socket on the lug nut, use a 5 foot pipe as a breaker bar and get the lug off.........then buy a new stud for 1.50 and put it in.
