2002 Honda Civic OBD 2 won't connect to tester

Default 2002 Honda Civic OBD 2 won't connect to tester

Does anyone know which fuse would cause the Engine tester not to work The car has the Check engine light on but the tester won't connect to read . I had this problem on my 1997 Honda Accord and it was the cig. lighter fuse under the hood. But on this 2002 Honda Civic the cig lighter works so I'm thinking maybe its a different fuse. Any help would be Great... Also the car drive's Great but it's a 5spd manual and it's making a noice when you let out the clutch it sounds like a fan hitting something lightly in the tranny? I think it maybe the input shaft bearing?. If so how long can it be driven before it completely fails? Thanks
