Question 2002 honda civic overheating

I have a 2002 honda civic ex and it overheats while driving. It will not overheat while idling in the driveway or at a light etc....

Where can I start to troubleshoot this?

Also the fans don't kick on, I had to wire these to the battery directly with a toggle switch to turn off and on.

I don't know anything about cars, so any help would be great. Let me know if you need any other info!

Tried this to fix it already:
new thermostat
new radiator cap
all belts functioning properly
pressure test
all fluids are full and changed
cleaned out overflow resevoir
water pump is functional

i usually refer to this video
but from your checklist it sounds like it mite be a bad head gaskit ???

Did you burp/bleed the system? Many times an air bubble becomes trapped in the AC system especially after the type of work you mentioned above has been done
