Talking 88 civic no od

I have an 88 civic dx that doesn't go into od. New tc solenoid, traced all wiring from solenoid to comp(good). MIL is always on, shows a tc lockout code. Has a salvaged comp, not sure if it is the right one. Anyone know what number it should be, or have any other suggestions?

I think there are only 2 kinds of ECU for the DPFI, one for manual and one for automatic.

Could it be a torque converter problem?
