88 ECU problem

i think my ecu is bad.
with the key in the ON position, i have 12 volts at the IACV.
in the winter time, often my idle goes wild.
a mechanic friend was with me one time, and i told him that i can turn the car off, and it will idle OK when i restart it.
he said it sounds like the ecu is bad (that was about 3 winters ago).
does anyone have experience with sending in a ecu for repair.
there was once a place in austin texas that repaired them, but they since moved to above Waco texas.
i did not log their name, and cannot find them.
my ecu number is
37820-PM5-A040
i have an 88 civc, manual trans and a D15B2 engine. it is a civic LX
