Default 90' civic hatch loss of power..

Okay so I have a 1990 Honda Civic Hatchback. I had just recently took my car to a mechanic so he could rebuild the engine because it was burning up oil.

So once I got my car back it just wasn't the same anymore. There was no power. Like if it wasn't getting enough gas. So I take it back to the guy to check it out and he says that the FI chip was burned out due to some bad wiring. So he replaces that and it still somewhat doesn't have any power. It won't go uphill that well. I need help. This is my first car and I really don't know much about cars. That's why I came here for help. I'm slowly learning and I would appreciate any advice. Thanks!
