Default 91 a/c idler pulley question

My 1991 Honda civic DX 1.5 had a jammed a/c idler pulley. I bought a new one and replaced it. However I did not install the plate and the washer type of thing on the front. I tried to then tried to turn it with my hand and it wouldn't turn hence I didn't add the plate/washer. Does anyone know if I am ok without those? Another question is how do I tighten the a/c belt with the tensioner? I am not understanding how that tensionor is supposed to adjust.

If put together properly, the plate and washer will work. You need the inner bushing. The flange on the inner bushing is toward the engine. Also open side of the pulley toward the engine. At least that's how I remember it. Inner bushing, pulley, washer, plate, nut in that order on the stud.

To tension the belt, loosen the nut on the idler one turn so it can slide but is not flopping loose. Then turn the jack screw (the long screw with the 10 mm head on top) clockwise to make the belt tighter. Once adjusted, tighten the nut on the idler. Then start the engine, run the A/C a few minutes, stop engine and double check the tension.
