Hey J,
Heres the problem.
When rust forms on metal, be it body panels, mountings or anything else derived from iron for that matter, then it is only a matter of time untill it (the steel) reverts back to its natural state, rust!, (magnatite), as i understand it.
It is caused by oxidation (reaction with oxygen in the atmosphere). And accelerated by salts. ( plent of that s**t on the roads over here this time of year![:@]).
Hence the reason cars are painted. The paint forms a barrier to the atmosphere and so stops oxidation of the steel.
Unfortunatly, when rust forms on metal, it is virtually impossible to get rid of it again. At best you can only delay the inevetiable. In your case a year!
Sorry to be the bearer of bad news, my mate has his own body shop, and suggests that if you want to keep your civic, then relacing your rear quarter panels is probably the best idea in the long term. Not the cheapest of options though.
If its of any consolation, up here in Scotland its even worse.

Here in Quebec Canada we use lot of salt on the roads during the winter and people that want to keep their car free of rust
use oil treatment every fall . Oil is sprayed where rust could develop. Other rustproofing treatment are available .
Rust eventualy wins but you can slow it down. MN
